Of course it's hard to get to, it's in a boat
I've seen a couple of boats that required an engine pull to get the starter off, matter of fact it took an engine pull to change the spark plugs. You may only be able to just barely touch it, if you can it will probably come out.
Now you know why us poor ole marine mechanics get such a bad reputation for taking so long to do anything.

Try this.
1. Take a voltmeter and measure the voltage from the neg. to pos. terminals, now measure the voltage when trying to start it. If
a.it just clicks and the voltage while trying
to start is close to what the voltage is
while not trying to start (ie. 12v before and
11.5v starting) GO TO STEP 2
b.If the voltage drops considerably while
trying to start (ie. 12v before and 10v or
less starting) GO TO STEP 2

2. Take and measure the voltage from the bat. neg. terminal to the "A" terminal on the starter (see picture) while trying to start.
a. If the voltage is the same voltage as "b"
above then it is either the battery or
starter. GO TO STEP 3
b. If the voltage is LESS than "b" then the
problem is between the battery and the
starter. ie. 10v while starting in "b" and
6v at terminal "A" . GO TO STEP 4

3. Measure the voltage from neg. to terminal "C" at the starter.
a.If it is the same as "b step 2" then it is
the starter or battery.
b.If it is less than "b step 2" but greater
than 1v then it is the starter bendix.
c.If it is 0v then measure the voltage
across terminals "B and D" on the starter.
1. 12v or close while trying to start =
bad starter bendix.
2. 0-10v = bad connection to starter bendix
DO VOLTAGE DROP TESTS ON BOTH TERMINALS
SEE STEP 4

4. HOW TO DO A VOLTAGE DROP TEST.
On the battery negative side - measure the
voltage from the bat. negative terminal to
negative terminal of the circuit being
tested.
ie.- In step 3 part 2 above, from the bat.
neg. terminal to starter
terminal "B" OR "D" (whichever is the
negative terminal in a wiring diagram or
measured via voltmeter)

On the positive side it is measured the same
way only you will measure the voltage from
the battery positive terminal to starter
terminal "A".

VOLTAGE DROP SHOULD BE GREATER THAN 0v BUT
LESS THAN 2v.
Greater than 2v means a poor connection
somewhere between the battery terminal and
the tested terminal point.

0v means either a perfect connection
(almost impossible due to wire and other
resistance) or open circuit between test
points.

Hopefully this all makes sense, much easier to do and show than writeup, esp. in this little box :)
If I made any errors anyone feel free to touch up as my eyes are tired now! :)

Jeff

Like Don says, If you can touch them with your fingers you can get them. You may have to distort your body into a pretzel position or other positions that make you feel uncomfortable , but you need to just say you are going to get the starter out no matter what and have at it. We will be waiting to hear the good word.
