Does anyone know what this is?

[DYLBOSS]

Am I looking at the alternator/ignition here? Pardon my mechanical ignorance. The mounting bracket that is housing this is completely rusted out and needs to be replaced. Does anyone know where I can get this? Also, what is the fluid reservoir on the bottom? Sorry for the lame pic.

Bought the stainless version on Ebay for 90 bucks shipped. Installed in a couple hours. What a mess. Rusted metal breaking apart like crackers. Getting the screws out was fun too.
