Does steering tube fit inside of tilt tube? J200STLEI

Good evening, in a previous thread I started a few days ago I was asking about my steering cable and tilt tube. Come to find out I do not have a steering tube and it was recommended that I buy and install one. So I bought one using part # 0915118 (item 103) from Evinrude referencing my model of engine which I received today. I purchased this item from ebay 0915118 | eBay. I've read a whole bunch of tutorials on how to replace it and I feel comfortable doing the job but I won't be able to start until Thursday. I do have a question that I haven't found the answer for. Does the steering tube slide inside of the tilt tube or does the tilt tube get knocked out and the steering tube double as both? It just seams kind of strange that since the steering tube in mostly threaded it will be used as a pivot for the engine. I really appreciate your time, feedback and advice. Thank you.

Oh by the way, I do have a factory service manual on it's way!!

The steering tube goes inside the new tilt tube. Make sure you install it correctly so you can attach the steering cable to it with the threaded portion of the cable. Normally they come in from the starboard side.
