Does Stringer 800 have an exhaust bellows? See pic - is this complete?

Past I/O I have had have an bellows on the exhaust to the lower. This Stringer 800 I have acquired doesn't seem to have one.

No, there is a grommet. You MUST run with the drive all the way down on a stringer

Scott's correct - that's the way it's supposed to look. If the drive is up for shallow water, it'll bubble extra. But no bellows on it.
