my brother sent me this picture of his 42' sailboat today, and i am shocked. now he has been an avid sailor for decades, so im sure he knows what he is doing, but boy that ice doesnt look like its doing the hull any favors...

Sail boats are pretty tough, I see the ground quite often in the islands here. People will come into an area on high tide and they don't know and the tide will go out, then the boat will be laying on it's side for 5-7 hours until the tide comes back in. I wouldn't worry about it. Usually salt water doesn't freeze that easy so he must be docked in fresh water.

I thought you were talking about the 2' of white stuff onthe deck until i enlarged the photo and saw it was the cover. Are you talking about the water? No problem.
Moving ice can cause problems if it's attached to a fitting like a ladder.

Personally I would not want that ice around my boat for fear of cracking the hull as the ice continues to expand and shift. However, has been mentioned, sail hulls are tuff and shaped so the boat can rise in the ice.
It might not be an issue and something to worry about, but if it can be avoided, I would ... either take the boat out or attach "ice eaters" around the boat to keep the water moving and from freezing.

Obviously some of the replies are from people who never lived in Michigan. I don't know where your brother lives, but in Mi. they will bubble the area around their boats.
The ice will crush a hull if it gets thick enough and cold enough. I would never do what he is doing.

if the hull has no place to go then ,yes this could be an issue.if it was free floating and able to rise or lower with water level it would be ok. but if there was build up on the hull and ice/water was able to adhere I would be concerned. had a built in pool in chicago as a kid skatec onin the winter,freeze never damaged pool. did crack a couple of lines(lack of winterizeing) but never damage concrete
