Does this look normal? If not, how can I fix it?

While performing a compression check on my 4.3L Merc yesterday, I noticed a few peculiar items. Not being very knowledgeable about carbs, I am invoking the knowledge of any forum member out there who'd like to help. Please take a look at the pic. The arrow in the center points to the "arm" that the idle screw rests on. Notice how the arm seems a bit curved. is this normal? And what about the two nuts on the screw itself? Any thoughts or ideas? As of right now, the boat idles kind of rough and as you can see, the screw is compressed ALL the way. I apologize for not having the vocabulary to better express my problem, which is why I included a photo. Thanks in advance.~Milt

No, not normal at all, somebody has monkeyed with it, need a side pic.

THe peice it rests on is curved, but the screw and nuts is not proper.. .Though neither will cause a Rough Idle, there's a screw under the front(port side) of the carb, that controls the "Idle Mixture" air/fuel ratio, and that if not adjusted properly will cause a rough idle. ( search posts on here about "Idle Mixture Adjustment"
