Does Tohatsu make motors for Mercury or vice versa?

A few years ago my neighbor replaced his twin 225HP Merc outboards with Tohatsu 225s. He indicated that he could not get new Mercs due to supply chain issues, but the Tohatsu's were the same as Mercury. true or not?

All Mercs 40hp and below are Tohatsu with merc decals

there are some cross branding above 40hp, however I do not know which ones are which

Some Mercury 4 strokes were also built by Yamaha.
