Good rule of thumb to follow is to install the plug before leaving home

Wish I could, but MN law requires that the plug be out when in transport. Mine is attached to the oil drain line via a short cable so I just tuck it between the 2 hydro lines on the lower unit.

As for tools - don't use any. I just install and remove the plug with my fingeres. If for some reason I couldn't get it back off then there is a plug wrench on the handle side of my prop wrench.

Plug needs to be out during transport???????? That's an odd rule. I would think they would want what's in the boat to stay in it when going on down the road. Guess they are compensating for those that never check anything while towing, such as how much rain water is getting into boat if towing during a down pour.

Its to try to help stop the spread of milfoil and zebra mussels that get transported in bilge water and livewells.

no it actually has to do with preventing the transfer of marine life between bodies of water.... bilge must be dry so nothing can be alive in it
