I have a 1966 Johnson Seahorse 60 (VXL-12R). My needle bearing in the lower unit were rusted and froze. I managed to get out the roller bearings, but without having a bearing puller for this, what other way has anyone used to get the outer race removed from the lower unit?

I've used a slide hammer puller with the right jaws and also heat. You could also try heating up the hsg and beating the hsg on some 2x4's to pop the race out.

You may be able to grab it with a large channel lock or vice grip, and tap up on the wrench. Be careful not to damage the housing while doing it.

A slide hammer type puller would be the easiest way to do it IMO. You could look around and see if you can find one cheap, or borrow one from a friend.

Thanks guys, I used the heat method to get my propeller bearing race from the lower unit, I wasn't sure how effective that would be with this. I will give that a shot.
