Drive won't engage in forward gear. Reverse works fine

1997 Bayliner Capri 1950 with 3.0 Merc
I just replaced my Alpha 1 outdrive last year with a new SEI. Ran great all last year.
Took it out for the first time this year and taking it off of the trailer it worked fine. Drove around the lake for only a few minutes with no issues.
Went to go out a little bit later and reversed away from shore, put it in forward and it did nothing. Revved the motor and it seemed to jump into gear. pulled it back to neutral and tried again normally, nothing. I raised the drive and shifted into forward and went right in smoothly, lowered the drive and seemed to drive fine. Now the only way to get it to engage in forward is to raise the drive all the way up. This seems to work every time.
Can anyone tell me what will cause this and how to fix it?? Thanks

verify cable adjustment is correct, if still no go may have to replace lower cable or there is an issue with the shift linkages
