I open up the air intake on my very new to me 94 Evinnrude 90hp to check out the air filter. There was no air filter in front of the carbs.

Should there not be one???
I hear the newest generation of Evinrude intake silencers use noise-canceling technology. Old ones just aimed the noise to the back for the most part. Are you a waterskier? Noisy back there, ain't it.
Willy, the air silencer on the 1956 30hp was a Helmholtz resonator, meant to reduce noise. I'm not sure how effective it was because it was dropped in '57. Maybe they're using another technology.
