It depends on a number of things.
If you take an engine in to be "checked" many dealers will charge you unless they find a problem that "is covered by warranty".
If you take an engine in to be "checked" and you did not buy the engine from that dealer and they do not find a problem, every dealer should charge you.
If you take an engine in to be "checked because it does X" most dealers will not charge you even if they do not find a problem.
If you take an engine in to be "checked because it does X" and the dealer finds any problem that they can file a warranty claim on, you will almost certainly not be charged anything.
Outboard manufacturers do not pay dealers for "checking" or "looking" at an engine and not finding a problem

In addition, some items are expressly not covered by warranty and anything that isn't a result of a material defect or defect of workmanship is not covered. IE: You want the engine "checked" because you haven't used it, you have an engine that has water in the gas or you hit something with the lower unit...No coverage under warranty. But, if you have a bad electronic part or a piston came through the side of the block for no good reason...Your covered.
Generally speaking, most dealers do not want to charge you. They want to screw the manufacturer so they look like a hero to you. So, unless the dealer is a crook you shouldn't be charged for anything other than things that you caused to happen...And it's not a dumb question.
