Dumb question - shaft length

Exactly where is it measured from/to? Bottom of cowling to bottom of skeg would be as long as it could be. But maybe it's just to the cavitation plate?

From the point in the mount that represents the top of the transom to the anti-ventilation (cav) plate, swist.
