Well after getting all the stupid out of me I went over the engine the best I could without a manual. There are a couple things I did notice.
1) The carb and area around the carb looks wet. Not dripping wet but it is wet you can wipe it clean. Is that an indication that the carb needs rebuilt? I think I could do the rebuiled. The adjustments to the carb after replacing might be a challenge.
You can handle it. An outboard carb is simple to rebuild. Read the "top secret files" thread at the top of this forum and there's an excellent thread by Joe Reeves on how to adjust your carb.
2) I can't find an in-line fuel filter anywhere. Is this normal on this model? If there should be one where should it be located? There's no reason you can't add an inline filter if you want to.
3) The pull rope looks to be fairly new. The handle has electrical tape around the end the rope goes through. Should this be a concern?
4) The pad attached to the under side of the hood looks to be fairly dirty. Can this pad be replaced? I did give it a slight pull it seems to be glued in place. I'd leave it alone. The insulation is NLA.
5) Another thing I noticed is it looks as if the parts all have numbers on them. Are these numbers the parts number?
I have searched and read the sticky threads to get some kind of ideal at what I have and what problems I might run into. I pulled the plugs they look good and clean. There doesn't seem to be an over amount of play when I grab the fly wheel and tried moving it. Maybe 1/8 if not less of play in it. Everthing looks to be in place and operational. The only thing missing is the adjustment knob on the front of the engine. I do think I can find one of those.
After going over the engine I think I might have a winner here. Not to say I wont have some kind of problem. I'll take those on as they come. Thanks for the help

As long as you keep it pumping water good, and keep good clean fuel with TCWIII at 50:1 in it with clean fuel lines, it may well outlast you. THe only other things that you should have problems with that might be hard to solve are exhaust seals and motor mounts. Clutch dogs/gears, lower unit seals, and ignition systems are common problems with used motors but shouldn't be a problem to fix on your motor. Used parts or NOS stuff from fleabay are often available for reasonable prices.
DOn't worry that it's a few years older than you were told. 5 years is nothing on an OMC outboard. IT was probably not purposeful that you were told the wrong year. I've seen a lot of older outboards for sale which the seller didn't even have labeled in the right decade......
