My typical new settup testing would take 2 or 3 props, raising and lowering the motor, moving stuff around in the boat, etc. without a tach it would mean several trips a day to the dealer. On boats without tachs the dealer has let me use a portable clamp on tach like they use in the shop. I just say this because it sounds like he wants the best performance possible and I can't see spending all that money and not doing it right.
