Early 70's Johnson 75 HP Dry Cylinder

Just a quick question. About 15 years ago, my brother had a V4 75 HP that wouldn't run out properly like a cylinder wasn't firing, so he took it to the shop. They told him he had a dry cylinder, but I'm just curious if that was a reed/intake problem? I've never heard of a dry cylinder since then.

most likely a carb problem,each carb fed 2 cyl.might have had a float stuck
