Have a 2002 25 HP tiller and some years ago had the tiller repaired. In recent years I have had problems starting ( rope start) motor. Would start with a lot of pulls / choking and readjustment of the "neutral" zone on the tiller indicating neutral. When it starts and I go to push in the choke knob I get electrically shocked. It ran fine many times but last trip out I was running the river and it stalled out. Got it started again and got on a plane and it stalled out. Can't get it started. Has a spark so I know that's OK. Any ideas relative to anything electrical that would keep from starting? I unplugged the kill switch wire (black / white) and still wouldn't start.
