electrical problem

I have a 9.9 mercury outboard.
starts fine but I cannot get it to turn off.
i have played with the 8 pin plug but so far no luck.
just need to know which wire shuts the motor off or could there be some other problem?

Jumping pin #1 to pin #4 on engine side (female connector). That'll kill it.
