Electrical question

I have a 96 model sylvan pontoon that someone repowered with a 65hp mercury 4 cylinder outboard. Not sure of the age think its a late 60's early 70.
I am having problems getting it to start using the key switch that was in the pontoon. What I get is a slow spin of the starter or nothing at all. I know the starter is ok because I can turn the key on, ground to the engine and bypass the silinoid and the engine will start. I don't however think it is the silinoid because I can't turn the key on and jump through the silinoid.
My question is what is the best way to test this ignition switch?
When I got this thing the switch was all but frozen up. I fooled with it and finally got it to twist from the off position to the start position. I'm figuring this is my problem but I'm not good at electrical stuff. Also if this is my problem where is a good place to buy one? It has 6 terminals on the back.

I can tell you that in 72 the 65hp went to an inline 3, so yours can't be newer than a 71.

Others will chine in on the electrical.
