Electronic spark advance & what it does ?

I'm wondering what it looks like,is it only used for starting,the reason i ask is i'm having possible armature plate troubles and would like to know if i have e.s.a. Model is E55rslv Super 55 with Tiller & Electric start.
I have an issue with the throttle lincage not moving the armature plate from about mid to full throttle.The armature plate and all lincage, cable are well lubricated.Would an electronic spark advance take care of this ? just running in a rubbermaid tote with the prop off so i don't rev it much,seems to run good though.I went for a seatrial a week ago and it ran like crap,i discovered the top cylinder was not lighting up due to a plugged carb. I know both cylinders are firing now but am concerned about the armature plate being stationary from mid to wot.

Put engine in gear(Not running) See if it will now open all the way.Post back results

ok i put it in gear and twisted throttle, there is slight movement of armature plate from mid to wot.
Most of the plate movement seems to be from idle to mid.
