engine 4 years sitting.. what should I inspect?

Hi guys, i bought a new boat ( my first one ) the engine as not running since a couple of years, its a outboard mercury 650

I know I must replace the oil in the propeller gearing

I ear about replacing the water pump ? how can I know if I must replace it ??

First read the "awakening a sleeping outboard". At minimum I would replace the water pump, clean carbs, link and sync carbs, and change lower unit oil. If it has sat 4 years the impeller has set and won't pump water as it should. I have an old 850 I had to redo alot of wiring and make a new wiring harness for, so check that out as well. You might want to check the compression before you get too deep into it to see if it's even worth the effort. I forgot to add check the spark as well. Start with the compression and spark if they check out good then move on.
