engine charging

When I connect my engine leeds to my battery I draw a large arc. The starter turns over real slow,when running it puts out 14.5 v but when not running it continues to drain the battery. I took it to my dealer and he said it was charging were it should be,it is a 2005, 200 ho evinrude serial #05080975 any sugestions. someone suggested it maybe a diode in my alternator/starter any clews thx

Your dealer may have checked the charging system but did he check for a voltage draw on the battery while the motor was not running?
