Read the guage. At full throttle (or whatever rpm you are having issues at), you should check the fuel pressure to ensure it is giving adequate flow when the engine needs it most.

Does ne1 know how to test a low pressure fuel pump? Can I use a portable fuel tank to eliminate my fuel tank as a problem?

The EFI Ford 351 has an unusual FI setup.
The LP pump feeds into a float bowl on the rear of the engine and the HP pump takes suction from this water cooled float bowl.
You could have a bad lp pump, a bad hp pump or a problem with the float assembly.

Test the LP pump by checking output pressure.
It should be similar to a carburated engine...4 psi or so.
If everything else is OK I would suspect the float assembly.

You sure you don't have a clogged flame arrestor or something else that is preventing the engine from getting air?

Just to update took the boat in to the shop mechanic said the timing was off ten degrees. I am still only at 3800 rpm though but better than 3000.
