That vacume reading is just about right. engine vacume decreases at the throttle is opened. 650 rpm is good, how does it run now. Is the idle smooth? that 460 should purr at idle. You wont hear any vacume leaks if you have any.
What i do to ajust the idle is to put in in gear at idle speed and adjust the mixture screws (both the same) to get the highest speed you can get then turning them out about 1/16 turn (rich). Then reajust the idle speed screw back to 650 in gear and your done. I do end up tinkering with it quite a bit (engineering student can't help it!) to get it just right. You should be getting a dead smooth idle. Oh yeah and only do this with he engine HOT like after a run somthing.
