Engine engages reverse, not forward

Hello, I have a 1973 Volvo I/O engine I recently purchased. I had idle problems, but those are fixed. Now I have gear problems. When I'm in neutral, running the engine, I can shift it to reverse and it runs like it should. But when I shift it into forward the prop slowly spins (about once a second, maybe twice), but not coorelated to the throttle. I see on the outside of the motor, after removing a panel, where a pin is that the throttle pulls out for forward and pushes in for reverse moving. Any ideas on where to check?

UPDATE: First off, if the boat is in forward the prop does spin faster with more gas, but not nearly as much as it should (As if the clutch was barely touching). I removed the upper unit casing which allows you to adjust the gear cable which is connected to the throttle in the front of the boat. This cable controls a gear control rod which turns this piece that controls the actual gear settings. I removed the rod and manually turned this. If I turn it clockwise from neutral, the prop is in reverse. I can only spin it one way like it should be able to, it is locked the other way. If I put it in neutral, the prop freely spins in both ways. If I put it in forward, the prop spins easily one way, but it will also spin the other! At point in everyturn it hits a stop, but it's a light stop and can easily go through it. There is def something wrong with that...

while in gear your prop should spin one way (clik) and lock in opposite dir.
it seems clear that your forward gear is not engaging, not an expert, but after testing with the drive off we can pretty much assume you need repair, I"m not sure if you knew about that... but all that time you've had "dogs" in the drive and they are pretty much gone... (sadly), an expert on drive issues may elaborate further... check sticky with manuals (adults section...) for Merc, not much diff. with Volvo, will give you an idea...
