Engine flooding out.

1977 Johnson 140...
The motor will only start if I disconnect the fuel line to the engine feed for pump. It will run just fine. Do you think the float is out of adjustment? I have it adjusted to parallel with the gasket surface of the carburetor. Do you think I should adjust it so that it leans down a bit instead of parallel. Seems the needle may not be seating right? Going to look at it again tomorrow, but was looking for some kind of help. Not a boat mechanic, but am very handy and can work on vehicles.

Boat this boat not running and the guy didn't tell me what he has done to it. Ha e replaced a ton of stuff to finally get spark and check timing. At idle it is at 4° have it adjusted to 24° with throttle all the way open and spark plugs out.

carbs are like toilet bowls.... if they flood the inlet needle is not shutting the inflow of fuel to the carb. the float needs to push the inlet needle up to close the inflow. make certain it doe not snag on the gasket

IF.... fuel pressure is to strong it could in theory override the float mecanism and flood the carb .
check tank venting

Timing on these motors does not go out of adjustment.-----Idle timing is the point where throttle plates open.-----Timing where the engine idles does not matter !-----Do a compression test for future reference.----Post your numbers.
