Engine full throttles at start up

I just rebuild the 3 carbs on my 1991 Johnson TJ60TLEIB 60 HP. I also put a new starter, solenoid and power pack on the motor. It starts up fine but it does a full throttle at start up where I have to turn it off quick. The primer valve was clicking on the first start up when I chocked it, but now it's not clicking? I also forgot to set the float levels in the 3 carbs, I think they were below the level they should have been, could that be my problem? What could be causing the motor to full throttle even though the carb linkage is set the same way and I did the 3 needle valves at the same turns?
Full throttle at start up after carb clean?

I fixed it, I had the linkage in the wrong hole causing it to excess throttle. The silver nipple should have been in the black receiver where my finger is.

When the motor is not running you should NOT BE OPERATING the control like that.----Motor should run or prop should be turned.
