Engine Mounting Question

I just bought a 1963, 14' boat with a 1966, 55 hp Seaking outboard. I was looking at it today and noticed that it has clamp mounts that go over the transom and it has 2 bolt mounts that sit under the waterline. Anyway, the motor is held in place with only the top clamp mounts. There are no bolts on the bottom. Is this normal? Should I drill holes through the transom and secure it with bolts?

I have owned boats that have had it both ways. Had a 125 force outboard with only clamp mounts and it was just fine. It should be fine with the 55horses clamped on but I dont think it would hurt to add a couple stainless bolts and washers. If you do just make sure to put sealant inside the holes you drill to protect the transom...
