Engine not responding to throttle like it should

1972 65hp evinrude triumph. 3 cyl. Ran it in the lake for the first time. In forward it doesnt always react to increasing the throttle. It might accelerate like its supposed to. It might keep putting along. If you leave the throttle turned up it may eventually increase to full speed or not. If you put it in nuetral and rev it up for 10-20 seconds it temporarily fixes the problem. Any advice? Enging probably hasnt been run in at least a few years. Maybe a decade.

Don't rev it up in neutral !-----Bad for the motor.--------Clean the carburetors.---Find the high speed jet ( orifice plug ) in the carburetor bowl.-----Make sure it is clean as all the fuel must go through the calibrated hole.
