Engine not shutting down

tohatsu m50d (not sure the year) 2002
engine will not shut down with key or kill switch and trim and rpm guages not working.
Gone thru wire in control box, rewired acouple bad joints with no change. All wiring at engine looks fine, also. Not sure where to go from here or exactly how to test for bad ground. Any thoughts?

Verify grounds. Ohm test from engine block to ground at the battery.

Omh test from engine block to battery ground at multiple points checks out good.

Ohm test at black wire on back of ign. switch to engine block? Ground wire on tach and trim gauge to engine block?

Ohm black wire from control box to engine block. Would get Continuity until I started rocking the boat. Found the ground pin inside the plug at the engne was sliding back and forth when moved. Repaired it and all is good.
