Are you sure the engine actually turns over?

Sounds like a starter solenoid or some relay in the ingition circuit where power isn't getting to coil. Even though you cleaned all connections the internals of the solenoids, coils, etc could be deteriorated.

Are you getting any voltage across the coil with the ignition switch turned on?

Are you hearing a click as in the starter is engaging and not turning over or is it a metal pinging sound, suggesting misalignment?

By replaced, do you mean you reinstalled the starter or you put in a new one? If you reinstalled it, did you have the starter inspected?

You mean you got the starter to crank the engine but it won't start? The terminology you are using is a little bit confusing..

If the starter is cranking the engine you still have to verify the primary components (fuel, compression, ignition).

You need to do all the basics, and give us a little more information on the engine. The pros will need the serial number. Do you have a carb or Fuel injection? I would suggest pulling all the spark plugs, do a compression test and post the results. If the compression is good, do a full tune up and run it first on a remote fuel tank to eliminate as many factors as you can.
