Engine Running Rough at low RPM

I have a buddy who has a bass boat with a '97 Mercury 150 XR6 engine. The engine is tough to start and runs rough or will die at low RPM or just off idle. Plugs have been changed and it will run better, not OK, for a while and then start fouling plugs again. In this case #5&6 seem to be the plugs running wet. The engine is oil injected and is carburated with WMV-1A2 carbs. Any thoughts?

Has he cleaned the carbs or done anything else? Check compression and spark.

The bottom carb had a stuck float and was removed and cleaned. Spark has been checked and I think the compression was as well.
