Engine runs but prop won't spin

A couple of months ago I was fishing and the motor was running fine but after a little bit while I was driving the motor's rpm's shot up and the propeller stopped spilling. I have 1998 20hp merc, and I have done some research that pointed in the direction of the coupler on the shift shaft because when I manually put the engine in reverse the prop won't spin but other than that it spins freely. I was hoping for some more information on what I would do to the coupler or if that's wrong what else I should do.

Does the prop work in reverse?

Could be the shift shaft has disconnected at the top.
Or the linkage from the shift lever to the shift shaft has failed.

Of more likely, the rubber prop hub in the propeller is worn out and needs replacing.

If you have a spare prop, try that first.
