Engine stalling

Ok so heres what i have going on. I have a 3.7 mercruiser which i did a major switch over from mechanical fuel pump to an electric fuel pump. I also converted the old points style system over to electronic. The problem im having is the thing runs like a raped ape at WOT, but when i go back to a no wake zone, which means around 1000 rpm's, the thing just seems to almost foul out and die. Upon examining the spark plugs, they are a black sooty substance. I have had it in the marina on two different occasions within the past few weeks to adjust the fuel/air mixture. Could the root of my problem be my coil maybe due to the change over?
Any thoughts would be greately appreciated ship mates......

Carb float level comes to mind.

The carb is only a year old, besides ive tried the old trick of dumping a bit of gas down the throat of the carb to see if that will ignite it, to no avail. The thing seems to be starving for spark. Not sure if i mentioned, i pulled the plugs and did the test of putting the plug wire on the plug which is grounded to the exhaust manifold to check for spark. There is excellent spark, ONCE, the first time around, then theres nothing...
Carb float level comes to mind.
