Engine stalls when put into gear

I have a mid 70s starlight 85hp v4 evinrude outboard. When the lower unit is submerged in water the enine stalls everytime it is put into gear. When I am at home and the muffs are on I dont have that trouble. I have turned the rpms up but it has not fixed the problem. The lower unit seals were replaced at the beginning of the summer. Can the problem be fuel delivery related?

you idle has to be set IN THE WATER, IN GEAR. set it high on muffs, then fine tune in water.
when were your carbs last done.

The carbs have never been done. Actually the idle seems too high now. If i turn it down any lower the engine surges. There are 4 screws to adjust the low speed idle. I can turn all of them from lightly seated to all the way open with no effect on the engines idle at all. The only way to increase my rpms is by opening up the throttle and setting the idle screw to the point before the engine surges at a low idle

it sounds like you need to totally clean and rebuild the carbs, then do a link n sinc. check your compression and spark should jump atleast 3/8 inch. preferably, 7/16" report back on the compression and spark, before spending any money.
