engine starts with starting fluid only

we have a 1976 or 77 mercury 40hp 2 stroke 2 cyl engine.
the engine does not start,
we can get the engine to start using quick start.
but the engine runs for 20 seconds then dies.
we purchased a new fuel tank
i mixed new gas and my first discovrey is by pulling the bowl insted of gasoline there was pure water that came from the old fuel tank
i cleaned it out with new fuel it still would not start
we pulled the line off the fuel pump only 1 drop was exiting the output then i pulled the fuel pump and purchased a rebuild kit reinstalled the pump still the engine will not start, again no fuel from the exit of fuel pump
what is the next cource of action?

don't use starting fluid, no lube to your cylinders. try mixed fuel in a spray bottle. any fuel filters etc. before the pump that could be plugged with water crud? does the primer bulb get good and hard when you pump? if you dissconnect the fuel hose from engine, do you get a squirt of fuel?

You probably need to rebuild the carbs too. If this motor hs sat for a while there are several things you need to do. Check the FAQs for awakening a sleeping motor.

we got the fuel pump to work but now we'v got no to low intermitten spark on 1 or 2 cylendars...What Now?
