Engine will not shut off

I have a '96 Johnson 90 J90TSLEUA, that will only quit if I use the "choke" button. Key starts it fine, just won't quit when turned off.

I've had the same problem with some of my older V6 crossflows, with the dual power packs. When the key was turned off, one bank of cyls kept firing, one bank shut off correctly. My solution was to replace the pack that kept firing. That solved the problem. Must have been an internal wiring issue in the pack. At least one of my problem packs was a used replacement.

Check you are getting ground on to the black wire with yellow stripe that goes to the power pack when the key is in the off position. Grounding that wire kills the powerpack from firing
