stop turning the crank from the front damper bolt

pull the drive before you go any further.

Think you might be at risk of further damaging the outdrive. It’s almost certainly the issue.

Remove the 2 socket head screws from the steering helmet. With a 1/4” 20 bolt about 2” long screw the bolt into one of the threaded holes in the helmet to back it out. Flip the helmet forward and remove the worm clamp on the bellows and the front clamp also then work the bellows forward. Remove the cover on the rear Of the drive, remove the cotter pin and clevis pin from the shift lever on the upper gear box. Remove the 2 front nuts and 2 socket head screws that hold the upper gear case then raise and rotate the gear case 90* and pull it back with the universal joint .
Then the engine should be able to turn.

Thanks for all your help guys. I pulled the drive today and now the engine turns over without any issues. The drive and exhaust bellows were both torn allowing water in. The drive is seized up pretty good. Any advice on freeing it up or should I just tear into it?

With a little luck you may find a rotted out Bayliner that has a good drive.
There is a boat salvage yard here in New Orleans that has a few of them where they chain saw the transoms from rotted boats and sell off the remainder of good parts.
