There is a Kill circuit that shorts the spark to ground. Sometimes that circuit fails in the power pack. It could also be a corroded ground in the remote control (or on the motor) since it only partially cancels the spark. It would'nt have any bearing on the lock-up.

Re: engine wont cut off

I have a similar problem, so I thought I'd post it here instead of starting a new thread.

On my boat, the previous owner lost the lanyard for the emergency cut off, and somehow disabled the cut off so the engine doesn't shut off. I have to open the cover and choke it off with the manaul choke. I cannot find any information on the kill switch in the manual, so do any of you know how I can reenable the cut off switch?

I had similar problems on my 150XP couple months back. Turned out both Kill switch and Ignition Key switch were defective.
I STRONGLY recommend you buy a Service Manual and start understanding the wiring diagrams as you'll learn quite a bit.
Its possible Power Packs either have a bad external ground to the chassis or as mentioned, the internal ground is cooked.

Keep us posted on what you find out.

Guys.....we need to keep the problems in separate posts'. To much chance for confusion.

Phillip....on your engine, there will be a black/w yellow stripe wire from the power packs (one from each and joining into one wire) that goes to the ignition switch. When the switch is turned to "OFF"...the switch shorts the black/w yellow stripe wire to ground, shutting down the engine.
