Older models did not have the SLOW feature.

You need to determine if this is a fuel issue or an ignition issue.

Test spark on each cyl, remove the spark plugs, ground all plug wires, then one at a time attach a spark gap tester set to 1/4 inch, crank the motor and watch the spark, repeat on each cyl. If you do not have a hot blue spark with a sharpp 'crack' then the ignitioon needs more testing.

Test fuel supply by squeezing on the primer bulb and see if the motor speeds up any, then try pushing the Choke on, does that make any improvement?

If the primer bulb heps then you have a fuel supply problem, rebuild the fuel pump, replace any old fuel lines, etc.

If the Choke makes a difference then the carbs are dirty and need cleaning.
