Engine won't start

I have a 1997 120 hp Force outboard that has been sitting for quite a few years before i bought it. I would like to know step by step possibly what i need to know to get this thing starting again. I have gotten to the point where the battery is hooked up and it turns over. But it wont start up. I replaced the gas and oil mixture cause i figured that would be bad and i replaced the spark plugs, and got a new battery. What do i need to do?

So not to sound like a retard, i just dont want to do anything wrong. But to test spark all i need to do is take the plug out of the spark plug whole and try starting it correct. and if i see the spark at the end of the spark plug im good then right??

There is more then one way to do it but if you use the spark plug connected to the spark plug boot you will still need to ground the plug tip. I find it easiest to tie a wire around the threads of the spark plug then tie the other end of the wire to the black wire or negative on the battery. If you stick a screw into the plug wire then put the tip of the screw about 1/2 inch from metal on the motor you should also see a nice blue spark.
