engine won't turn over???

i've checked coils, carbs, gas, fuel/air mix, and have come to the conclusion that the engine is not timed correctly. the motor is a 1984 mercury 75hp inline and i dont know how to time it or what to use. :confused:

if someone can give me a good way of how to time it with good instructions, that would be amazing!

If the engine won't turn over you are checking all the wrong stuff as it is an electrical problem (starter, battery, solenoid, ignition switch, bad cables, etc.). When someone says an engine won't turn over they mean it does note crank (engine won't rotate) when you turn the key to start. If what you mean is the engine cranks (turns over) but won't start, then you have a totally different set of issues. So which is it? Unless you have a service manual specific to your engine, don't screw with timing.

thanks! yes it does turn over i.e. the flywheel spins with a good speed of about 250rpm good strong battery, good sparks, etc. the timing however i have no clue how to set all i see is a .464 on the flywheel and some drilled holes. any help?? what would i need to do in this case?
