evenrude 1967 surges and wont runn smothly

Oh I just got this boat, It ran perfect at first. Now some times it runs well, but most of the time it will take off then start suging, it might idle and it might not. I put new fuel in it and new plugs, compretion is good. I have noticed that the warm up lever on the throughts likes to move up. Every time you put it in nutral it will be idaling at around 2 to 3 k and you have to push the warm up lever back down before you put it in gear. I have checked the venting on the tank it is OK.

Obie.... Whatever hp you engine is, if there is the slightest fuel leak anywhere, at the tank fittings (if a portable tank), at the plug on fuel connectors, etc, the fuel pump will draw air and that would result in a slow surging up & down of rpms.

I will check all the fittings, and see if i can find any leeks, Also when I pulled the boat out of the water there was a black oily loking substance coming out of the exost hub. and there was some pre mix coming out of the engine cover.
