I have a 1995 40hp Evenrude M# E40EEOD
I have replaced power pack, coils, fuel line from tank to motor, plugs, and gapped at 0.30. checked all fuel lines from fuel pump to carb's. checked fuel filter at pump. Motor starts and idles like
new. Oh yea I adjusted the carbs. When you give throttle the motor starves for gas. I can hold choke in and motor will pick up.When first put in it may run fine at wot for 3-4 moments then will starve for gas. Using plugs-champion QL78C@0.030in. Allso cleand fuel tank.

Re: Evenrude sluggish

If you have to hold the "choke" in to make it accelerate, then you have carbs that are restricted internally, most likely from stale fuel deposits. This is assuming that compression is good and that the all the linkage is adjusted and operational.
