I have an early 80's evenrude 9.9 hp sport twin motor. It runs great with the engine cover off but loses power when the cover is on. I can have it running wide open, put the cover on and it will gradually slow down and eventually die. By raising the cover about 2 inches, the motor speeds up again. I've checked all the obvious things.
