Evinrude 115 idle issues

I have a 1990 Evinrude 115 hp outboard. I have noticed a rough idle at times and was wondering if the low speed or idle jets, or any of the jets for that matter, could be cleaned without having to remove the carbs from the block. I have a manual but I cannot tell for sure if this is possible.

Any suggestions?
