Evinrude 115 won't go into reverse

After installing engine on boat controls won't shift lower unit into reverse in the water. It will when engine is not running or when running on muffs. Adjusted control cable. Dropped lower unit and change shift rod height that didn't do it either. I can unhook cable and manually shift into reverse. Any ideas what to check next?

Model # is ??----And what did you set the shift rod height to ?---Post that dimension.------------Perhaps look inside the control box.

It's a 1975 evinrude 115

The adapter on top of the shift rod is to screwed all the way down.---Then turned to fit.
