I have an 115hp Evinrude (not sure of the year, mid 1980's, I'll post back with the exact year) that will not accelerate more than about 25% of full power. The motor has some difficulty starting and idling but it will do it. It will idle up, but never to a very fast idle. Once in gear, it will power up to about 25% throttle and will go no faster. If the throttle is pushed all the way forward, it will sometimes stall. By pressing the key in with the throttle wide open, I can get a little more power, but it will die back down after that initial spurt of gas. The primer bulb seems to stay hard. I replaced two cracked and TINY fuel lines the original owner had in the engine, and added and inline fuel filter. The engine runs much better on earmuffs with no load. There is a component marked "FILTER" bolted to the engine and inserted in the fuel line right before the line T's into the carbs. The input to the "FILTER" is attached to a plastic disc that thumb screws to the front of the "FILTER" and is sealed with a rubber gasket that looks suspect. Am I correct in thinking this sounds like an air leak in the fuel line or do you have any other explanations. Sorry for all the detail, I have a manual on the way but it isn't here yet. I am using new plastic tanks and good gas. Thanks for any help, if you need anymore detail, I'll be happy to provide it.
