Evinrude 115spl not over 3000 rpm

Please help... I have a 97 115spl. starts and runs fine, idles fine, runs on a pair of ears fine up to WOT, runs in reverse in the water up to WOT 5500 rpms, but will not will not run over 3000 rpms in forward gear under load (in the water). I have checked the fuel system (minimal water in fuel, pumped every drop out and replaced with new fuel), changed the spark plugs, changed the spark plug wires, compression is great (avg 120 across all four cylinders), the only two things I can think of is 1) I still managed to get trash in the carb aand it needs to be rebuilt yet again and 2) someone told me the CDI box could possibly be going out.

what is the possiblity of the CDI going out. Also I unscrewed the drain plugs out of the bottom of the carbs pumped fuel through them and it ran fine for a while, made a couple of hard turns and back to not running over 3000 rpms on forward gear under load which is why i think it is trash in the fuel system.

I appreciate anyones help. just want to go fishing since I just recently got back from iraq and am tired of looking at land

properly clean you carbs, removing and cleaning all jets, the use rebuild kits. it has no load on muffs, so it will rev up, but that is a good way to get a face full of metal, never rev over 1500 rpms.

Thanks for your reply, I am off tomorrow and will try to clean and rebuild the carbs including the jets
