hey guys one more question for you and i think i got it all figured out i noticed the exhaust seal where the lower unit connects to the exhaust is in bad shape i heard it is important that this is in good shape is this true i ordered on on here hope i got the right one it said it would fit v4s but did not mention what year it was only 8 bucks decided to take the chance thanks alot guys

I have no idea what you ordered, but there are a bunch of different seals there. In case you didn't get lucky, you can get the right one directly from BRP. http://shop.evinrude.com/

If you are talking about the rubber seal between the lower and the midsection exhaust, yes it is a good idea to replace it if it fails. You don't want an exhaust leak so close to the composite upper water pump housing.
